Transformational leader brings progressive strategies and innovation to the team
January 9, 2024 (Tampa) – Environmental Consulting & Technology, Inc. (ECT) hired Joy L. Burgess to lead the firm’s financial operations and related business, including accounting and risk management activities. As the Director of Finance, Joy will support ECT’s continued growth, diversification, and investments for both clients and employees.

Reporting to the CEO, Joy will be a catalyst for the continued evolution of ECT’s financial services team, which supports all accounting functions, tax and audit activities, project billing, financial reporting, and additional compliance requirements. She will also play an integral role in ensuring the current and future administration of ECT’s Employee Stock Ownership Plan (ESOP), collaborating with the employee-owned company’s leadership and board of directors.
Prior to joining ECT, Joy spent much of her career as a financial director and controller in growth-oriented organizations. In these roles, she acquired a focus on technology and process enhancement, as well as large-scale initiatives related to mergers and acquisitions and business innovation. She brings additional experience with system implementations and integrations, federal contracting, talent development and mentorship.
Joy holds a Bachelor of Science in Accounting from Bloomsburg University of Pennsylvania and a Master of Science in General Administration from Central Michigan University. A resident of Tampa, Fla., she is a Certified Public Accountant (CPA) and a member of the board of directors for the National Society of Tax Professionals.
