General Services Contract to Provide Stormwater and General Engineering Services

Tampa / Hillsborough County, FL

The Hillsborough County Board of County Commissioners (BOCC) hired ECT through a 2 year long general services contract for stormwater and general engineering services. ECT is currently working on the following five projects:

  • Bill Jackson Road (aka Jackson Springs Road) Drainage Improvements & Orange Grove Drive Drainage Improvements – These two stormwater capital improvement projects include performing all design, engineering studies, cost estimates, specifications, calculations, drainage and hydraulic analysis, utility coordination and environmental permitting.
  • Watershed Models for Seven Watersheds – ECT is developing an updated combined watershed model for seven watersheds in the northwest region of the county and migrating the models to EPA SWMM5, calibrating and verifying the results, and then integrating the model into the County’s Supervisory Control and Data Acquisition (SCADA) system for emergency management purposes. This includes simulating the 2.33-year, 5, 10, 25, 50, 100, 500-year, and 1-day events and a floodplain analysis that includes adjustments to tidal boundary conditions to consider sea level rise (SLR).
  • Best Management Practice (BMP) Alternatives Analysis – ECT is developing an analysis for five watersheds in the northwest region of the county and preparing BMP development and conceptual designs. The objective is to identify projects that provide flood reduction and/or water quality improvements within each watershed. The analysis will also incorporate SLR scenarios as directed by Florida Senate Bill 1954 Statewide Flooding and Sea Level Rise Resilience.
  • Miscellaneous Professional Stormwater Engineering Services – Under this new 3-year general services contract, ECT will provide specialized professional technical support for watershed modeling updates, BMP analysis, floodplain administration support, and other stormwater related services.
