A national power infrastructure firm engaged ECT to support environmental due diligence and siting efforts across a growing portfolio of projects in Texas and Oklahoma, including multiple energy storage facilities, a data center, and a fiber optic cable with supporting infrastructure. As the client worked to identify and secure suitable parcels, they needed a partner with regulatory experience and technical capacity to move quickly through environmental review while coordinating with state transportation agencies to secure access to portions of the project.

The work centered on environmental due diligence, including aquatic resource delineations, protected species habitat assessments, cultural resource desktop assessments, and Phase I Environmental Site Assessments, across the various project areas. To date, the team has surveyed over 3,000 acres and approximately 122 miles of fiberoptic route that is proposed to support the energy storage and data center portions of the portfolio. The work required close coordination with the Texas Department of Transportation, the Oklahoma Department of Transportation, and the Oklahoma Archaeological Survey, navigating survey access and cultural resource concerns.

Beyond the technical deliverables, ECT has delivered measurable value by identifying survey and routing efficiencies that produced direct cost savings for the client and by building strong working relationships with local land agents and stakeholders. Cultivating these relationships early on in the development process supports permitting coordination efforts and long-term project continuity.

What makes this project distinct is the fully integrated nature of the buildout: energy storage, a data center, fiber connectivity, and now, natural gas generation — all interdependent pieces of the same infrastructure. ECT’s support has evolved into ongoing environmental due diligence across the client’s energy ecosystem in Texas and Oklahoma.
