A national energy developer partnered with ECT to get assistance with their goal of continuing to build out our nation’s grid with energy storage that supports regional transmission reliability and clean energy delivery. ECT was integral in the development and prioritization of a portfolio of BESS facilities located across the eight states (DE, IL, IN, MD, MI, OH, PA, VA) within the Pennsylvania-New Jersey-Maryland (PJM) Interconnection regional transmission organization. Given the scale and complexity of siting BESS facilities across multiple states, the company needed a partner who could deliver the upfront environmental due diligence necessary to determine whether individual projects were feasible and worth advancing.
ECT provided Phase I Environmental Site Assessments (ESA), Critical Issues Analyses (CIA), and permit matrices to support roughly 6,200 acres across the eight-state portfolio, requiring site reconnaissance and identification of applicable federal, state, and local permitting requirements for development, construction, and operation. This work combined desktop analysis, targeted field reconnaissance, and regulatory research across the portfolio’s multi-state footprint.
ECT’s expertise gave the company a clear understanding of environmental risk, permitting pathways, and site-specific constraints for each project, informing siting decisions, timely permitting, and continued momentum toward construction across the portfolio. That success has reinforced the client’s continued confidence in ECT, leading to additional work across the region. Anticipated next steps include field surveys and continued permitting assistance as the portfolio expands.
