ECT has supported multiple municipalities in Massachusetts by providing independent peer review services. These projects require detailed evaluations of site plans, stormwater management plans, groundwater mounding analyses, and sewer design/capacity or septic system designs. Given the technical complexity of these projects and their potential impacts on groundwater resources, public health, and the surrounding area, municipalities sought a firm with extensive experience in civil/site engineering and regulatory compliance to conduct a thorough and objective review. The goal was to confirm that all proposed systems met applicable local, state, and federal regulations, as well as accepted engineering best practices, while delivering a comprehensive, unbiased evaluation that supports both the public interest and long-term project resiliency.
ECT has reviewed site plans for consistency with zoning regulations, proper layout design, grading, and accessibility; evaluated stormwater management plans to verify runoff calculations, treatment practices, and compliance with stormwater quality and quantity standards; assessed groundwater mounding analyses, confirming the validity of modeling assumptions, inputs, and projected impacts on adjacent properties and existing wells; evaluated septic system designs, including sizing, location, loading rates, and separation distances, with respect to Title 5 and local regulations, evaluating water system design and impacts, sewer design and layout review, and performed downstream sewer capacity analyses for new developments.
Support includes independent technical reviews across multiple municipal departments. This work involves detailed peer review reports summarizing findings, and participation in public meetings and hearings to evaluate engineering and environmental plans for compliance with zoning, environmental, public health, and building requirements. It reflects the broader scope of technical oversight ECT is equipped to provide beyond this individual project review.
