Third-Party EIS Development and Public Engagement for the Skiffes Creek Transmission Line

The USACE selected ECT to develop an EIS for the Surry-Skiffes Creek-Whealton transmission line project. The transmission line was permitted and built by a regional utility in Surry County, Virginia. Due to subsequent litigation, the court directed USACE to reanalyze the project under an EIS. To date, ECT has done the following:

• Developed presentation materials for a public scoping meeting
• Facilitated the public scoping meeting
• Developed a comprehensive analysis of the comments
• Developed a Draft EIS
• Hosted a public virtual hearing
• Compiled and analyzed comments
• Currently developing a Final EIS

This project required significant consideration of numerous factors, including environmental factors, socioeconomics, tourism, cultural resources, and viewshed impacts. Of particular concern to the plaintiffs was the transmission line’s impacts to Jamestown, as well as other NRHP-listed and eligible historic properties.
